I am honored to be here atthis conference organized by the Brookings Institution, the National Endowmentfor Democracy, and the Church World Service. I am pleased to share with you the[President George W.] Bush Administration’s hope and expectation that Burma will oneday be free and democratic.             Today, thecurrent state of affairs in that country falls significantly short ofinternational standards.
