The following is excerpted from the Amicus Curiae Brief for the Appellants as submitted to the U.S. Supreme Court on Sept. 3., 2025. Opportunity districts and majority-minority districts are essential to ensuring all persons have a meaningful voice in the political process. By design, these districts foster integration and civic trust. They require representatives to serve both minority and non-minority constituents, thereby promoting cooperation across racial lines and enhancing the legitimacy of democratic institutions.
