The U.S. Congress passed the Voting Rights Act (VRA) in 1965, in part, to prevent states from denying or abridging “the right of any citizen of the United States to vote on account of race or color.” In subsequent amendments to the law, Congress made clear that Section 2 of the law prohibited policies that, even if they were not intended to be discriminatory, gave minorities less of an opportunity to participate in the political process.
