Minoru Morimoto
In Japan, whale meat is considered a delicacy, and the island nation has a long history of whaling. It joined the International Whaling Commission in 1951, but it voted against the 1978 whaling moratorium and continued to object to the decision until 1985. In 1987, Japan began research whaling under a provision of the IWC allowing the practice. Minoru Morimoto was appointed on November 12, 1999.
