On September 9, 1998, Independent Counsel Kenneth Starr informed the Congress that he had found "substantial and credible information … that may constitute grounds for impeachment" of President Clinton. His office delivered to the House a report, with supporting evidence, outlining 11 possible grounds for impeachment. The independent counsel’s report was forwarded to the House Judiciary Committee.
