Peter Shepherd, Counsel of Record The United States signed the Vienna Convention on Consular Relations on April 24, 1963, and President Richard M. Nixon ratified it on December 24, 1969. The treaty gives foreign nationals the right to meet with consular officials of their home country if they are arrested. On December 18, 1999, Moises Sanchez-Llamas, a Mexican national, was arrested by Medford, Oregon, police after a gunfight that left one officer wounded.
