Palestine is not a full member of the United Nations, but the Palestine Liberation Organization (PLO) was granted permanent observer status by UN Resolution 3237 in 1974. On December 15, 1988, the UN General Assembly, in response to the proclamation of the State of Palestine by the Palestine National Council, voted that the designation "Palestine" should be used in place of the PLO. Unlike other groups with permanent observer status, Palestine has the right to participate in General Assembly general debates, cosponsor resolutions, and raise points of order on Middle East issues.
